Operating principles

In order to improve effectiveness and productivity of the Karelia ENPI Programme well-defined objectives and frames are set for each call for proposals. This allows launching of broad entities, which are composed of mutually supporting projects.

The Monitoring Committee of the programme sets the frame for every call for proposals about a year before its launching. During the year the Selection Committee provides a framework for the call for proposals, assesses needs, sets objectives and determines the resources available. The expertise of the programme area’s regional authorities and actors are utilised when selecting the themes and drawing up a framework for them.

The main objective of the Karelia ENPI programme is to increase wellbeing in the programme area trough cross-border cooperation. For this purpose the programme is divided into two priorities; Economic Development and Quality of life.
